$200,000 Federal Grant Awarded for Rural Opioid Response Planning

Marinette, Wis. – A $200,000 grant from the Health Resources & Services Administration (HRSA) will provide additional resources to address substance use disorders, with a special focus on opioid use disorder, in Oconto, Marinette, Menominee, Shawano and Florence Counties.

The grant was awarded in May 2019 to HSHS St. Vincent Hospital in Green Bay, which operates Libertas Treatment Center in Marinette. Starting June 1, 2019, Libertas Treatment Center in Marinette will use the HRSA grant, as well as a $20,000 matching grant from the Hospital Sisters of St. Francis Foundation, to lead and operate the Heroin Opioid Prevention Education (HOPE) Consortium.

The HOPE Consortium will consist of a team of representatives from seven local organizations: Libertas Treatment Center in Marinette/HSHS St. Vincent Hospital; Prevea Health; Menominee County Human Services; Off the Couch Counseling and Consultation; Aurora Medical Center – Bay Area (formerly Bay Area Medical Center in Marinette); Menominee Tribal Clinic/Menominee Indian Tribe of Wisconsin; and Florence County Human Services. The HOPE Consortium will be dedicated to:
  • Assessing the current resources available in Oconto, Marinette, Menominee, Shawano and Florence Counties for the prevention and treatment of substance use disorders, including opioid use disorder
  • Identifying what additional resources are needed in Oconto, Marinette, Menominee, Shawano and Florence Counties for the prevention and treatment of substance use disorders, including opioid use disorder
  • Developing a comprehensive strategic and workforce plan to strengthen and sustain prevention and treatment resources in all five counties for the long-term

“Substance use disorders are on the rise across the nation, and right here in Northeast Wisconsin,” said Paula Manley, Executive Director at Libertas Treatment Center. “Resources and support for treatment can be difficult to access in our rural communities; therefore, we are grateful to be awarded this federal grant. The HOPE Consortium will allow us to ramp up our efforts in preventing and treating these disorders that are having devastating effects on people of all ages and all walks of life.”

In 2015, Libertas Treatment Center in Marinette was awarded a grant from the Wisconsin Department of Health Services to establish an opioid treatment program known as Northeast Wisconsin Opioid Treatment Services – a collaborative effort between Libertas Treatment Center and Prevea Health to help individuals addicted to opioids.
